Born and grew up Columbus, Ohio’s west side, to an Irish newspaperman father from Boston and a mother whose family were miners and boilermen. I remember the steam engines chuffing on the spur line running near my grandmother’s house, and the warm summer nights on the porch before air conditioning. Big extended family and terrific holiday German cooking by my grandmother. Enlisted United States Air Force, served Far East, Tactical Navigation cryptologist decoding Communist Chinese air communications. Returned to Ohio to several jobs before beginning university studies in 1976. Arizona Auditor General’s Mission

The Arizona Auditor General’s mission is to provide independent and impartial information, impactful recommendations, and stakeholder education to improve Arizona government for its citizens. To this end, the Office conducts financial statement audits and provides certain accounting services to the State and political subdivisions, investigates possible criminal violations involving public officials and public monies, and conducts performance audits and special reviews of school districts, State agencies, and the programs they administer.

Audit Purpose

To determine whether the Department investigated noncriminal child abuse and neglect reports it received in fiscal year 2024 as required by statute and Department policy.

The Arizona Legislature has, in effect, put the Department of Child Safety on probation, allowing it to continue to function for another four years instead of the customary eight The decision is a healthy recognition that DCS, both in its current form and when it was a division of the Department of Economic Security, often does enormous harm to the children it is meant to help.
